日本の借金総額とは ― 2011年08月06日 20時51分
実は日本の借金総額と言っても、多くの統計が存在する。［図表１２］の平成２２年３月末の数字で見てみよう。
まずは、政府債務として公共投資に充てた建設国債（財政法第四条で、「国の歳出は、公債や借入金以外の歳入を以て、その財源としなければならない」、と規定されていて国債発行を原則禁止しているが、但し書きで公共事業費などについては、国会の議決を経た金額の範囲内で建設国債の発行を認めている）や税収不足を埋める赤字国債（特例国債）などを含む普通国債は５９４兆円ある。
これに一般会計や特別会計の借入金などを加えた６２１兆円が日本の長期債務残高となる。他にも短期債務なのだが、政府短期証券（一時的な歳入不足時に発行される）という借金が１０６兆円ある。さらに地方債などの地方の長期債務が１９８兆円あり、財務省が公表している「国及び地方の長期債務残高」は８１９兆円になる。ただ、この地方の長期債務１９８兆円には国の方でもダブルでカウントしている３０兆円弱があるので、少しは減らすことが可能である。
また、内閣府の国民経済計算（ＳＮＡ）では、平成２１年１２月末で一般政府の負債は１０１８兆円となる。日本銀行が公表している資金循環統計では、平成２１年度末で、１００２兆円にものぼる。
一般政府の負債に含まれていない債務に財政投融資特別会計国債（財投債）がある。財投債は、日本国債の一種で普通国債と発行や金融商品としての特性もまったく同じであるが、財政投融資に充てられる財源となることなどが相違している。財投機関債とは別物で、政府保証債と財投機関債は特殊法人等が発行する債券である。ＩＭＦの基準では財投債も国の借金となっているが、平成２１年度末で残高が１２２兆円（図表１２では、借入金も含めて財投債等で１２６兆円と表示）もある。
他方、特殊法人等に対する政府保証債務が平成２１年度末時点で４７兆円ある。政府保証債は、政府機関や特殊法人等が発行する債券のうち、政府が元本や利子の支払いを保証しているものであるが、国債より若干利率が高い。
日本の借金をざっと見てきたわけだが、複雑過ぎていくらあるのかわからないというのが本音だ。
