この章の最後に、２００１年にＩＭＦにより検討されたネバダレポートについても触れておこう。ネバダレポートというのは、債務が雪だるま式に増えていく日本の現状を踏まえて、ＩＭＦがシミュレーションを行ったとされていて、国会で２００２年２月１４日の衆院予算委員会でも取り上げられた。
内容は次の通りである。
１．公務員の総数、給料は３０％以上カット。ボーナスは例外なく全額カット。
２．公務員の退職金は一切認めない。
３．年金は一律３０％カット。
４．国債の利払いは５～１０年間、一時停止。
５．消費税を１５％引き上げて２０％にする。
６．課税最低額を引き下げ、年収１００万円以上から徴税。
７．資産税を導入し、不動産に対しては公示価格の５％を課税。債券、社債は５～１５％を課税。株式は取得金額の１％課税。
８．預金は一律ペイオフを実施すると共に、第２段階として預金の３０％～４０％をカットする。
どうだろうか。
実際の日本は何となくネバダレポートに沿った方向に進んでいるような感じもするが、項目１や２は、公務員の相当な反発にあい、実現するのだろうかと思ってしまう。
２０１０年１０月にＩＭＦの世界金融安定報告書は、「ユーロ圏の（財政問題による）混乱が起きて以降、国内も海外の投資家も、より疑いの目で日本の財政状況を再審査している」として警鐘を鳴らしている。
国家が破綻してＩＭＦの管理下に入ると、銀行などの倒産、収入の減少、増税、外資による買収など生活レベルの低下や負担の増大は免れないと思われる。日本のように外国からの債務で破綻する訳では無い場合に、ＩＭＦに建て直しを要請するかどうか分からない点もあるが、ＩＭＦの作成したネバダレポートに近い扱いを受ける覚悟は必要だ。
