第４章 デフォルトの対策 ― 2011年08月21日 15時18分
このサイトは巷にあふれる破綻本とは違い、デフォルトに対する処方箋を伝えるのが目的ではない。しかしながら、ここまで読んでくれた読者のためにも指針は示したいと思う。
海外に移住できる一部の大金持ちを除き、日本に居ながらにしてデフォルトの影響から逃れることはできないだろう。逃れようとすればするほど墓穴を掘って損をすることになる。一番安全なのは海外に移住してそこで預金口座を作り、その国の外貨で預金をし、その国に納税をすることだ。しかし、これができるのは大金持ちだけだ。
実際東南アジアなどであれば、小金持ちでも海外移住は可能である。例えば、タイは暮らしぶりにもよるが、月６～８万円ほどで暮らせる。現地人と同等の生活レベルだと２万円でも可能だが、ぜいたくに慣れた日本人には無理かもしれない。フィリピンやマレーシアもタイと同様で、物価が安く人気がある。タイの場合は、タイ・リタイアメントビザを取得する。年齢が６０才以上で、タイ国内の銀行に８０万バーツの預金、又は月収が６万５千バーツ以上（月収１５万円）あることが条件だ。もしくは預金と年金収入の合計が８０万バーツ以上必要だ。このような条件に当てはまると１年間滞在可能なビザ（１回の滞在期間は９０日）が発給される。これは延長申請が可能で、出入国が自由にでき、毎年更新可能である。
フィリピンやマレーシアにも同じようなビザがあるが、預金の額とか他の条件が異なっている。家政婦を雇うのが条件というインドネシア・バリのような例もある。オーストラリアの場合、銀行に預ける供託金は７０００万円で、この場合大金持ちしか無理だろう。安全性、文化、資金などを考慮すると、よほどその国が好きでないと、海外移住は止めた方が良さそうだ。大橋巨泉や郷ひろみ等、海外に移住する芸能人は後を絶たないが、彼らのように才能あるタレントならありうるかなと思う。
大金持ちを除く中流階級に属する人々は、筆者も含め、もろに影響を受けてしまう。海外に外貨預金の口座を作っても、自由に下ろせる保証などない。日本円で下ろせてもハイパーインフレになっていれば価値が激減する。ハイパーインフレにはならないだろうと言われているが、預金封鎖は行うだろう。実際、２００２年衆院財務金融委員会で民主党議員に対する塩川財務相（塩爺）の答弁の中で、預金封鎖と新円切り替えに関して財務省が勉強しているとの答弁があったくらいだ。とにかくどこからかお金を融通して国債などの借金を返さなくてはならない。お金が移動するところあらゆるところに網をかけられる。
